SINGAPORE RAIL CORRIDOR

The success of the High Line, the elevated greenway built on an old disused railway in Manhattan, New York, is recognized at a global scale. The project has inspired many cities to develop their own public spaces (the High Line itself has the Promenade Plantée 1993 in Paris as its inspiration) and Singapore is one of them. The country has recently initiated the Singapore Rail Corridor, a renovation project that will turn an old railway constructed during the Colonialism era into a public park. The winner of the design competition, Nikken Sekkai, will be overseeing the project and collaborating with a local landscape architecture firm, Tierra Design, while Arup Singapore takes on the engineering and project management.

The total length of the Singapore Rail Corridor will account for 24 kilometers (10 times longer than the High Line in New York), running from Tanjong Pagar Station located in the southern part of the island to Woodlands Checkpoint in the north. Nikken Sekkai has planned to create a public space that houses a bicycle lane, resting areas, a garden and a climbing wall for exercise to attract users into the space. Another interesting thing about the Singapore Rail Corridor is the fact that, before the country’s Urban Redevelopment Authority (URA) even initiated the project, this deserted railway was already an (unmanaged) green space that was frequently visited by a good number of urban dwellers. As a result of that, URA had asked the design team to work on the 4-kilometer area of the site before opening things up for public discussion to integrate users’ opinions as a part of the development. It is without doubt that, this is a good, solid and worthwhile project; a public space conceived and developed truly for the public and, we Bangkokians are admittedly a tad jealous.

ความสำเร็จของ High Line หรือ สวนสาธารณะลอยฟ้าที่สร้างขึ้นบนทางรถไฟเก่าในแมนฮัตตัน นิวยอร์กนั้น โด่งดังไปทั่วโลก แถมยังเป็นแรงบันดาลใจให้อีกหลายๆ เมืองอยากจะปรับปรุงสร้างสรรค์พื้นที่สาธารณะสีเขียวขึ้นมาบ้าง (ในขณะที่ High Line เอง น่าจะได้แรงบันดาลใจมาจาก Promenade Plantée 1993 ในปารีส) สิงคโปร์เองก็เป็นหนึ่งในนั้น เพราะล่าสุดกำลังดำเนินโครงการ Singapore Rail Corridor ที่จะปรับปรุงทางเดินรถไฟเก่าจากยุคอาณานิคมให้กลายเป็นพื้นที่สาธารณะสีเขียวสำาหรับชาวเมือง งานนี้ผู้ชนะการประกวดแบบและจะได้ดูแลโปรเจ็คต์ดังกล่าวคือ สตูดิโอออกแบบจากญี่ปุ่น Nikken Sekkai โดยพวกเขาจะทำงานร่วมกับบริษัทภูมิสถาปัตยกรรมท้องถิ่น Tierra Design และได้ Arup Singapore มาดูแลเรื่องวิศวกรรมและการจัดการ

Singapore Rail Corridor จะมีความยาวทั้งหมด 24 กิโลเมตร (ยาวกว่า High Line New York ถึงสิบเท่า) จากสถานี Tanjong Pagar ทางตอนใต้ ไปจนถึง Woodlands Checkpoint ทางตอนเหนือของเกาะ โดย Nikken Sekkai วางแผนจะสร้างพื้นที่สาธารณะที่เป็นทั้งเลนจักรยาน พื้นที่นั่งพัก พื้นที่สวนธรรมชาติ หน้าผาสำหรับปีนออกกำลังกาย เพื่อดึงดูดให้ชาวเมืองเข้ามาใช้งาน ประเด็นที่น่าสนใจอีกอย่างของ Singapore Rail Corridor ก็คือ ก่อนที่ทาง Urban Redevelopment Authority (URA) ของสิงคโปร์จะเข้ามาริเริ่มโปรเจ็คต์นี้ ทางรถไฟสายเก่าร้างแห่งนี้ก็เป็นพื้นที่สีเขียว (ที่ไม่ได้รับการจัดการ) ที่ชาวเมืองจำนวนไม่น้อยนิยมมาเดินเล่นและใช้เวลายามว่างกันอยู่แล้ว ดังนั้นในขั้นตอนแรกทาง URA จึงให้ทีมนักออกแบบทดลองออกแบบโปรเจ็คต์บนพื้นที่ 4 กิโลเมตรเสียก่อน จากนั้นจึงให้สาธารณชนเข้ามาร่วมแสดงความคิดเห็น ฟังแล้วอิจฉาเล็กน้อย เพราะนอกจากจะเป็นโปรเจ็คต์ที่ดีและคุ้มค่าแล้ว ยังนับเป็นโปรเจ็คต์พื้นที่สาธารณะที่ทำเพื่อสาธารณชนจริงๆ
