This project has been carried out with the aim being to develop riverside areas in Kuala Lumpur, turning the urban public space into a scenic landscape.
Kuala Lumpur is going to be a very beautiful city. This is not a metaphor that hints at one of the biggest turns in Malaysia’s political history following the latest national election’s results, but literally. It refers to the physical beautification of the country’s capital city that has been brought about by many initiatives. River of Life is one of the projects that has been carried out with the aim being to develop a number of rivers and riverside areas in Kuala Lumpur and Klang Valley such as the Klang and Gombak Rivers, as well as the waterfront areas situated right at the heart of the capital city. After the project was initiated, the most discernible change was the way that the Klang and Gombak Rivers turned from small, polluted waterways whose existences were almost completely disconnected from the city, into clean rivers with a water quality that is safe enough for body contact and recreational usage. Furthermore, the 8-kilometer-long promenade is the perfect addition to the beautified rivers and waterfront lands, especially when the gate at one end of the river is closed and the water rises up to the bank, turning the urban public space into a scenic landscape that could easily become the city’s new tourist attraction.
The reason behind the Malaysian government’s decision to firstly revive the two rivers and riverside lands following the larger plan to improve a total of eight rivers is possibly derived from tourism. The sight of Masjid Jamek located on the delta where the Gombak and Klang Rivers meet reminds one of Île de la cité, an island on the Seine River where Notre-Dame is situated. On the right-hand side (when standing on the bridge on Leboh Pasar Besar facing the mosque) sits an old, vibrant community with Pasar Seni (market), old shophouses and a number of religious places. Crossing the newly constructed bridge, Jambatan Sultan Abdul Samad, to the left side of the river, one will come across historical colonial buildings such as the old post office, textile museum, Kuala Lumpur City Gallery and Dataran Merdeka (Independence Square). Not only that, only two kilometers away from Dataran Merdeka is the designated site for Taman Tugu, a 90-acre urban rainforest park, one of the projects that will definitely make Kuala Lumpur more beautiful than ever.
River of Life has AECOM as the company that is overseeing the land development. With the first phase now finished, and the budget already escalating through the roof, the new government may put a hold on the project to reexamine the financial aspects of the entire operation, which makes the River of Life even more ‘bersih’ (cleaner) than it already is. What should also be put into consideration is the management of the facilities that have been completed but not yet opened such as the exhibition and observation deck. We think these facilities are definitely more interesting than the Blue Pool.
กัวลาลัมเปอร์กำลังจะกลายเป็นเมืองที่สวยมากอีกแห่งหนึ่งของโลก ประโยคข้างต้นไม่ใช่การเปรียบเปรยที่ว่าด้วยการเปลี่ยนแปลงทางการเมืองครั้งใหญ่ของมาเลเซียจากผลการเลือกตั้งที่ผ่านมา แต่หมายตามคำพูดนั้นจริงๆ นั่นคือความสวยงามทางกายภาพที่เกิดจากโครงการปรับปรุงพื้นที่หลายแห่งในตัวเมือง หนึ่งในโครงการที่ว่าคือ River of Life ที่เป็นการปรับปรุงแม่น้ำและพื้นที่ริมแม่น้ำหลายแห่งในกัวลาลัมเปอร์ และ Klang Valley เริ่มจากแม่น้ำ Klang และ Gombak รวมทั้งพื้นที่ริมฝั่งแม่น้ำทั้งสองที่อยู่ใจกลางเมืองเป็นอันดับแรก หลังจากโครงการนี้เริ่มต้นขึ้น สิ่งแรกที่เปลี่ยนแปลงไปอย่างเห็นได้ชัดคือ แม่น้ำ Klang และ Gombak ที่แต่ไหนแต่ไรมาเป็นเพียงแม่น้ำสายเล็ก สกปรก และแทบไม่มีความเกี่ยวข้องอะไรกับเมืองและชาวเมืองเลย ก็กลายเป็นแม่น้ำที่ใสสะอาด มีคุณภาพน้ำอยู่ในระดับที่สามารถสัมผัสและใช้ในกิจกรรมสันทนาการได้ แถมเมื่อบวกกับทางเดินริมแม่น้ำยาว 8 กิโลเมตร โดยเฉพาะเมื่อยามที่ประตูด้านปลายแม่น้ำถูกปิดทำให้น้ำเอ่อขึ้นมาเกือบเต็มตลิ่ง บริเวณเมืองตรงนี้ก็กลายเป็นพื้นที่ที่สวยงามจนสามารถเป็นแหล่งท่องเที่ยวได้สบายๆ
จริงๆ แล้ว การที่รัฐบาลมาเลเซียเลือกปรับปรุงแม่น้ำสองสายและพื้นที่ริมแม่น้ำในบริเวณนี้เป็นแห่งแรก จากทั้งหมดที่ตั้งเป้าไว้ว่าจะปรับปรุงแม่น้ำทั้งหมด 8 สาย ก็น่าจะมีเหตุผลเรื่องการท่องเที่ยวอยู่ด้วย เพราะในบริเวณนี้ นอกจากจะมีมัสยิด Jamek ตั้งอยู่บนพื้นที่สามเหลี่ยมที่แม่น้ำ Gombak และ Klang ไหลมารวมกัน ซึ่งจัดเป็นทำเลทองที่ดูคล้าย Île de la cité เกาะกลางแม่น้ำแซนที่มีโบสถ์ Notre-Dame ตั้งอยู่แล้ว ทางฝั่งขวาของแม่น้ำ (เมื่อเรายืนอยู่บนสะพานบนถนน Leboh Pasar Besar และหันหน้าเข้าหามัสยิด) ก็เป็นชุมชนเก่าแก่ที่มีทั้ง Pasar Seni (ตลาด) ตึกแถวเก่า รวมทั้งสถานที่ทางศาสนาหลายแห่ง และเมื่อข้ามสะพานสร้างใหม่ Jambatan Sultan Abdul Samad ไปทางฝั่งขวา ก็จะเป็นที่ตั้งของอาคารสำคัญๆ สมัยอาณานิคม เช่น อาคารไปรษณีย์เก่า พิพิธภัณฑ์ผ้า Kuala Lumpur City Gallery และ Dataran Merdeka (Independence Square) นอกจากนั้น ห่างจาก Dataran Merdeka ขึ้นไปอีกประมาณ 2 กิโลเมตร ก็กำลังจะกลายเป็นที่ตั้งของ Taman Tugu พื้นที่สีเขียวป่าร้อนชื้นขนาด 90 กว่าเอเคอร์ในใจกลางเมืองกัวลาลัมเปอร์ อีกหนึ่งโครงการสำคัญที่แน่นอนว่าจะทำให้เคแอลสวยขึ้นอีกมากเช่นกัน
River of Life ได้ AECOM มาเป็นบริษัทผู้ดูแลงานออกแบบปรับปรุงพื้นที่ ตอนนี้เฟสแรกเสร็จสิ้นไปแล้ว แต่เพราะจำนวนเงินในโครงการนี้ที่สูงเกินจริง เมื่อมาเลเซียได้รัฐบาลชุดใหม่เข้ามา โครงการก็อาจต้องชะงักเพื่อตรวจสอบเรื่องการเงินกันอีกรอบ แต่นั่นก็จะทำให้ River of Life ยิ่ง “bersih” (สะอาด) มากขึ้นอีก และถ้าจะให้ดีอีกอย่าง ควรมีการปรับปรุงการจัดการ facility ทั้งหลายที่สร้างเสร็จแล้วแต่ยังไม่ยอมเปิดให้ใช้งาน เช่น ส่วนของนิทรรศการและ observation deck อย่างน้อยในความเห็นของเรา facility เหล่านี้ก็ดีกว่า Blue Pool หรือการแสดงแสงสียามค่ำคืนที่ระบายแม่น้ำจนกลายเป็นสีฟ้าสดอย่างแน่นอน
